Celina joins the Swans, who are looking for a quick return to the Premier League following their relegation last season, on a four-year deal.
It is believed that Manchester City have included both a buy-back and sell-on clause in the deal.
The midfielder has been tipped to go far in the game and spent last season on loan at Ipswich Town in the Championship, scoring 7 goals in 32 league appearances.
With City well stocked in his preferred roles, and Riyad Mahrez arriving to make the competition even fiercer, 21-year-old Celina follows a host of young talents out of the club this summer by joining Swansea.
