The 20-year-old is currently in Manchester undergoing a medical, but will return to the MAC³PARK Stadion for the remainder of the season on loan.
PSV Eindhoven and AZ have also shown interest in Sandler, a centre-back, with AZ having a bid rejected earlier in the transfer window.
City have decided to invest in the young prospect, who has made 11 appearances in the Eredivisie for PEC this season.
PEC are coached by former Melbourne City boss John van’t Schip and his relationship with the City Football Group may well have played a part in this transfer happening.
